In 1986, the barangay officials through the leadership of Barangay Captain Vicente Mabini initiated the idea of requesting for a grade school in their barangay. It was approved by the Department of Education but funds and school buildings came as next problem. A concerned resident, Mr. Enar Ligid offered the first floor of his house as temporary classrooms. His house at Jasmin Street became the first classrooms for Grades I-IV pupils. While the adjacent chapel, Immaculate Concepcion was also used for classrooms for Grades V & VI pupils.
The newly constructed school officially opened on July 1, 1986 which was not the usual opening of school classes. The barangay officials encouraged children who studied in another barangay to transfer to Ubalde Elemenatry School to increase the school population and to justify the existence of a school.
During the initial operation, the school deployed seven (7) dedicated teachers only. They were Mrs. Fedilina Zanoria, Mrs. Victoria Baoanan, Mrs. Teresita Apijas, Mrs. Letecia Agbayani, Mrs. Milagros Apyo, Miss Marlita Jaspe and Dorothy Obat headed by Mrs. Estrella N. Bartolome, the school principal.
Two years later, the proposed barangay hall was given up in favor of putting up a permanent school building. The place was so swampy that needed major improvement. With the effort and financial assistance of the teachers, the area was filled with 36 truck loads of soil. Fortunately, a rich businessman, Mr. Lucio Tan offered to build a school building for the said area. In 1990, the first building with four (4) classrooms was finished and named it as a Chinese Bilding. As the population increased progressively, the Department of education constructed three (3) more buildings.
To date, the following served as administrators of Ubalde Elementary School: Mrs. Estrella N. Bartolome, 1986-1990; Mr. Arthuro Dela Cruz, 1990-1992; Ms. Erlinda Flores, 1992-1994; Mrs. Lourdes Lorenzo, 1994-1996; Mrs. Fredisuenda De Guzman, 1996-2000; Mrs. Marietta Saludares, 2000-2003; Mr. Joemarie Dela Rosa, 2005-2010; and Mr. Michael B. Escartin, 2011-present.
Today, Ubalde Elementary School has a total population of 822 pupils fluctuating yearly within this prescribed figure. The number of teachers who served these learners is 24 to include the school principal. With limited number of rooms and space, the school is having a double-single session to accommodate all the children who would like to avail the benefits of Elementary education.
